Instead of the expected “egg scandal” due to which he voluntarily resigned, the DBR’s suspicion against former Deputy Defense Minister Vyacheslav Shapovalov contains “obstruction of the activities of the Armed Forces of Ukraine”. This obstacle, according to the prosecution, was carried out by purchasing equipment for the armed forces without including in the contracts a clause on the conformity of products to Ukrainian quality standards. Vyacheslav Shapovalov gave an interview to Telegraf.ua, in which he explained why this accusation is unfounded and absurd.
“In order to do this, you need to have a motive, intent or some kind of material interest, but I had no motive, I didn’t get anything from it,” shares ex-deputy minister.
Those contracts referred to in the suspicion were concluded in the first, most responsible, days of the war, when the rapidly growing army had to be urgently provided with ammunition. Suppliers were companies from NATO countries. Part of the products (approximately 1/5 of these contracts) was received inappropriate quality.
“It has just been established that some unit or batch is of poor quality, claim work immediately began on the part of the Ministry of Defense- says the ex-deputy minister. - That is, suppliers and manufacturers were required to eliminate deficiencies, replace goods or return money. This process is now ongoing under the contracts that I am charged with.”
Regarding the non-inclusion of the clause on compliance with Ukrainian standards, Shapovalov insists: “The contracts clearly spell out the specifications and responsibilities of the parties to the contract, including for quality. There was no need for a separate paragraph.
The overwhelming majority of the products arrived in high quality, and not a single low-quality helmet or body armor, according to Shapovalov, made it to the front, and no one was hurt because of this.
“So what intent could I have to obstruct the Armed Forces of Ukraine, if it turned out that they were provided with the necessary? .. According to the prosecution, I obstructed the Armed Forces of Ukraine so much that no one was hurt: neither people, nor state finances,” Shapovalov noted.
Recall, it was recently reported that the Kiev Court of Appeal left Vyacheslav Shapovalov in custody.
Also recently it became known that the former Deputy Minister of Community Development Vasily Lozinsky, who is suspected of taking a bribe of $ 400,000 in the purchase of generators, was released from custody by the Appeals Chamber of the VAKS and sent under house arrest.
