In connection with the war and the difficult economic situation, Ukrainians may be granted benefits for paying for housing and communal services.
Benefits are provided taking into account the total family income, recalled in the Pension Fund of Ukraine.
Such benefits include, in particular, payment benefits:
- housing (rent, payment for services for the maintenance of houses and structures and adjacent territories), management of an apartment building;
- utilities (centralized cold water supply, centralized hot water supply, drainage, heat and electricity supply, natural gas (including transportation, distribution and supply), centralized heating, household waste disposal);
- fuel and liquefied gas.
Benefits are provided if the average monthly total income of the beneficiary’s family per person for the six months preceding the month of application does not exceed the amount of income that gives the right to a tax social benefit (in 2023, this is UAH 3,760).
The benefit is assigned for 12 months from the month when such a right arises.
Benefits for payment of housing and communal services, purchase of solid and liquid furnace household fuel and liquefied gas in cash, taking into account the average monthly income, are provided:
In the amount of 100% discount:
- persons who have special merits to the Motherland (Article 11 of the law “On the status of war veterans, guarantees of their social protection) and family members of a deceased person who has special merits to the Motherland (parents, spouse);
- pensioners who previously worked as pedagogical, medical and pharmaceutical workers, plant protection specialists, library workers in rural areas and urban-type settlements;
- persons living in rural areas and urban-type settlements, working / previously working in museums, state and municipal cultural institutions, educational institutions in the field of culture.
In the amount of 50% discount:
- large families, family-type orphanages, foster families, families of guardians (custodians);
- parents and family members of the private and commanding staff of the civil protection service, who died (deceased) or went missing in the line of duty;
- persons dismissed from the civil protection service due to age, illness or length of service, who became persons with disabilities in the line of duty, and members of their families;
- spouse (spouse) of deceased citizens from among the participants in the liquidation of the consequences of the Chernobyl nuclear power plant accident and guardians of children (for the period of guardianship) of deceased citizens from among the participants in the liquidation of the consequences of the Chernobyl nuclear power plant, referred to category 3, whose death is associated with the Chernobyl disaster;
- families with a child with a disability;
- participants in the war;
- certain categories of persons from among the victims of Nazi persecution.
At a rate of 25% discount - children of war.
If the income of the beneficiary’s family exceeds the one giving the right to the benefit, the person (representative of the beneficiary category) can apply for a housing subsidy.
Recall that from February 1, 2023, the possibility of non-cash payment for communal services at the expense of a subsidy was canceled in Ukraine. Money from the state will go to a bank account, or will be issued in cash.
