The Verkhovna Rada of Ukraine proposes to dismiss Minister of Veterans Affairs Yulia Laputina. This initiative was taken by People’s Deputy Olga Vasilyevskaya-Smaglyuk.
“Given the inaction and failure to work with veterans, the relevant minister Yulia Laputina turned to the leadership of our faction with the initiative to register a dismissal resolution. Prepared arguments”– she wrote.
According to the people’s deputy, based on the results of the audit, the Accounts Chamber established facts of ineffective use of state budget funds by the ministry in 2019-2022 for a total amount of UAH 182.1 million (ineffective - UAH 178.2 million, wasteful - UAH 3.9 million), budget violations legislation - 223.3 million UAH, legislation on public procurement - 0.3 million UAH, other violations - 4.8 million UAH.
Also, the Ministry has not conducted a review of expenditures on social protection of veterans in terms of improving the method of organizing and providing services, increasing the availability, efficiency and effectiveness of psychological assistance services, social and professional adaptation, sanatorium treatment, and development of sports for veterans.
Vasilevskaya-Smaglyuk noted that in Ukraine there is still no effective mechanism for providing veterans with physical and psychological rehabilitation services. International protocols for the provision of psychological rehabilitation services are not used, and the ministry, as an authorized state body, has not initiated the development of its own standards. In addition, the Center for Social and Psychological Rehabilitation in the town of Borodyanka, in violation of the government’s priority action plan, was not put into operation. And the Ministry has not introduced an inclusive three-level system for providing free psychological support to veterans and their families.
According to the people’s deputy, a bill on the rehabilitation and restoration of war veterans, which was supposed to be developed by the ministry, has not yet been submitted to the Verkhovna Rada. Also, the ministry has not developed acts for organizing preventive medical examinations of war veterans and members of their families, and communication with the relatives of deceased veterans on the creation of a National Military Cemetery has failed.
“Every day I receive appeals from veterans’ organizations about the emptiness and ruthlessness of this body, which was created to defend the interests of veterans, and not to squander public funds. David Arakhamia told me personally that Laputina will be fired by the end of January next year. And he promised: if not, he will sign my draft resolution.”– wrote Vasilevskaya-Smaglyuk.
