Urban planning reform provides for up to 5 years in prison for the destruction of architectural heritage, – Shulyak

The Verkhovna Rada is preparing for the second reading the draft law No. 5877 on amendments to the Criminal and Administrative Codes of Ukraine. The changes will concern violations in the construction industry. This was reported by RBC-Ukraine with reference to the head of the Verkhovna Rada Committee on the organization of state power, local self-government, regional development and urban planning Elena Shulyak.

“This concerns painful issues for every city – the illegal development of green areas, the destruction of architectural monuments. The punishments are very strict: up to 5 years in prison.” – she said.

Shulyak explained that the draft law is actually an addition to the basic document of the urban planning reform – draft law No. 5655, adopted by Parliament on December 13, 2022.

“We could not include these provisions until 5655 itself, since changes to the Criminal Code must necessarily be made by separate laws,” said the MP.

Recall, according to the draft law No. 5655, all documentation will go through an electronic office in the Unified State Electronic Construction System.

In particular, the document introduces a mechanism against the destruction of historical heritage. The electronic system will automatically block the issuance of building permits if the developer tries to dismantle or damage the monument.
