With the start of a full-scale Russian attack on Ukraine, many citizens left the places of active hostilities and left their homes hastily, sometimes not even having time to collect the most necessary things, including documents. Therefore, Poland and other European countries accepted forced refugees even without the necessary documents on the basis of an internal passport and ID-card.

The Ministry for the Reintegration of the Temporarily Occupied Territories of Ukraine has developed and agreed on a mechanism for entry and stay in third countries for Ukrainians who, for certain reasons, do not have a passport of a citizen of Ukraine in their hands and whose main document is a certificate of return to Ukraine. According to a departmental decision, citizens of Ukraine who left the temporarily occupied territories and have an identity card to return to Ukraine can use it to return to their homeland through the territories of third countries.

At present, plans to return to Ukraine are recognized in Poland, Germany, Turkey, Bulgaria and Romania.

Poland

Citizens of Ukraine who enter Poland on the basis of a return permit to Ukraine must apply for a transit visa in the host country. When entering the territory of the Republic of Poland from Lithuania, Belarus and countries where it is impossible to obtain a Polish visa due to the absence of a Polish diplomatic mission, the issue of a pass will be considered on an individual basis. The final decision on permission to enter will be made by the commandant of the Polish Border Guard.

Germany

For citizens of Ukraine who left their place of permanent residence due to war after February 24, 2022, return permits to Ukraine are considered a temporary document, on the basis of which a person has the right only to return from the host country to Ukraine. That is, a visa issued by a Ukrainian consulate outside of Germany gives the right to enter the country only for the purpose of a transit flight from the country where the certificate was issued to Ukraine. At the same time, the owner of the return permit is strictly forbidden to leave the transit zone of the airport.

Turkey

Citizens of Ukraine are allowed to freely enter the territory of Turkey from Georgia, Armenia and other countries of the eastern border, not only on the basis of a passport of a citizen of Ukraine to travel abroad, but also on the basis of an internal passport of a citizen of Ukraine, including an ID card, as well as to return to Ukraine with the possibility of sticking a transit visa in the diplomatic institutions of the EU countries accredited in Turkey. The official purpose of entry can be either further travel in the EU country or return to Ukraine.

Bulgaria and Romania

Citizens of Ukraine can enter Bulgaria from third countries with an identity card to return to Ukraine. However, a Bulgarian transit visa is a prerequisite for this. In turn, in order to enter Romania on the basis of an identity card to return to Ukraine, Ukrainians do not need a visa for the purpose of transit to Ukraine.
