One and a half thousand families may be left without housing in Kyiv: what is happening

Recently, the Kiev City Prosecutor’s Office reported that it had returned 7.7 hectares of land to the property of Kyiv. On this land, the Goloseevskaya Dolina residential complex has been under construction for the 8th year. The construction was started by the Ukrbud company, and now the object is being completed by the Kharkiv company Stroy City Capital. The first building with 9 sections is almost completed, and the first three sections have a certificate of completion and are being prepared for commissioning.

Of the 1,500 investors that the Kiev City Prosecutor’s Office made victims, those whose houses were completely destroyed, those who were forced to leave their cities due to hostilities there, there are those who are now serving in the Armed Forces of Ukraine, protecting our state, and, unfortunately, those who died.

Serviceman Igor S. that his family was left homeless, learned at the front: “I don’t know who you can trust… And whether you can trust anyone at all. I don’t know yet whether I will return alive from the war, and at that time the prosecutors decided to take away the housing from me and my children. Construction has been going on for 8 years, they survived the fall of Ukrstroy, received a promise from the president, the hope of getting their own housing, and the Kiev city prosecutor’s office just now decided to figure out what’s wrong with the land.

“Everything is done in our apartment. We examined it and decided not to go in for repairs in the winter, but to wait for the spring. In the spring of 2022, the war came to Kiev, and in the spring of 2023, the authorities simply decided that my husband and I invested in air… That is, when they gave a building permit, a certificate of readiness for the house, the KSCA did not see any violations. And now, when the house is ready, the raiders decided to take it,” – said the woman.

In 2015, ATP 13058 signs an agreement with Ukrbud Development LLC, which masquerades as the state corporation Ukrbud, an agreement for the construction of a residential complex for 2250 apartments on its territory (5 houses, kindergarten, parking, panoramic elevator). The city issued urban planning conditions and restrictions, permits for the construction of the first (9 sections of 22 floors) and the second (4 sections of 24 floors) houses. In 2019, Maxim Nikitas, the beneficiary of Ukrbud Development LLC, lost his business and went to jail.

23 construction sites across Kyiv stopped, and 13,000 families were deceived, lost their savings, did not receive an apartment. In December 2019, President Volodymyr Zelensky promised live that all the facilities of Ukrstroy would be completed by the KGB.

In July 2020, contrary to these promises, the Parkovaya Dolina residential complex, Crystal House and the Level business center are transferred to Stroy City Capital LLC (Kharkov) for completion. Signed agreements with the construction customer, the construction financing fund, new agreements are concluded with investors. Construction continues until the start of a full-scale war.

In July 2021, the Kiev City Prosecutor’s Office files a lawsuit to cancel the state registration, terminate the land lease agreement with ATP 13058 for the reasons that the alleged purpose of the land was changed illegally. And on February 9, 2023, the Northern Court of Appeal of Kyiv fully satisfies the claim of the Kyiv prosecutor’s office.
