You should buy fresh seedlings, because the quality of the material for planting deteriorates noticeably over time. Pepper seedlings need to be grown at home.
Parsley

Parsley has excellent frost resistance, grows even with a large cover of snow. Sowing is done at a distance of 1 cm, then the culture is mulched.

Excellent resistance to cold, characterized by slow germination of seedlings - 20-25 days. The culture is not afraid of arid conditions, it can be planted in any soil.
Radish
