In 2023, full-time and dual students of both Ukrainian and foreign educational institutions should not call up during mobilization, but they can mobilize at their own request.
This is stated in the Law of Ukraine “On mobilization preparation and mobilization.”
At the same time, there is a period when young men can be drafted into the army - we are talking about the time after the end of the bachelor’s degree, when young men have not yet entered the magistracy, they are not officially registered as students, and according to the law there is no delay from mobilization.
Until recently, students from foreign universities could travel to other countries to study, but now they are prohibited from leaving the country.
Mobilization is not subject to:

students receiving vocational education in vocational schools and colleges;
-
students receiving higher education at universities, academies and institutes;
-
assistant trainees;
-
graduate students and doctoral students studying full-time or dual form.
A deferment from conscription for the entire period of study is provided:

citizens of Ukraine of military age who study in institutions of general secondary education of the 3rd degree;
-
students of vocational (vocational) education with full-time education.
Upon reaching the age of 21, the deferral for students becomes invalid.
If a young person does not want to interrupt training, upon receipt of a summons at the territorial recruitment center, he must provide a certificate stating that he is undergoing training. At the same time, those wishing to join the service can write a corresponding application at the military registration and enlistment office, and the educational institution must provide them with academic leave for the duration of their service.
