The promoted “law on mandatory bomb shelters” from the “servants” clearly defines the responsible head of the KMVA Popka, - exnardep

Ukrainian legislation clearly defines military administrations as responsible for civil protection. And the head of the Kyiv MBA disappeared after the tragedy on June 1. This was stated People’s Deputy of the VIII convocation, political expert Alexander Chernenko on facebook.

“While the security forces and the court determined the bodyguard guilty, the real culprits are walking free. Who is responsible for the shelter? Spoiler: the head of the Kyiv city military administration Popko. We are looking at the law signed by the president, promoted under the name of the Law “On Mandatory Bomb Shelters”, from the “servants of the people”. We are looking at another Law - “On the Legal Regime of Martial Law”. The President, with his signature, identified those responsible for the condition and availability of shelters. These are the heads of military administrations, Chernenko said.

He specifically cited the Mandatory Bomb Shelters Act, which states:

TO THE HEADS OF MILITARY-CIVIL/MILITARY ADMINISTRATIONS:

• to provide the necessary number of places in the protective structures of civil protection, dual-use structures, simple shelters, taking into account the population;

• to ensure that protective structures of civil protection, dual-use facilities are brought into line with regulatory requirements.

According to the Law of Ukraine “On the legal regime of martial law”, military administrations are also responsible for civil protection, Chernenko noted.

“In Ukraine or in some of its areas where martial law has been introduced, the military command, together with military administrations: establish the procedure for using the fund of protective structures of civil protection. That is, shelters. They also exercise the authority to organize and participate in the implementation of measures related to civil protection”, - exnardep quotes.

He also stressed that after the tragedy that occurred in Kyiv on June 1, the head of the Kyiv MVA “hid.”

“On May 24, the Kyiv city military administration reported: there will be no shelters closed to Kiev during an air raid! The tragedy of June 1 showed the opposite. What did the person in charge of Popko’s hideout do? Hid”, Chernenko emphasized.
