During martial law and general mobilization, a limited number of men have the right to travel abroad. Ukrainians often confuse which category is allowed to leave the country - excluded or removed from military records.
The answer to this question was voiced by lawyer Roman Simutin in a new video on his YouTube channel. According to him, the rules for crossing the border stipulate that only men excluded from military records can leave. This right does not apply to deregistration.
The lawyer emphasized that the man should be completely excluded from military records as a reservist, limited fit, conscript, etc. Simutin added that before the start of a full-scale war, no one attached much importance to this terminology, and therefore men were often stamped “deregistered”.
“But the rules for crossing the border clearly state that only those excluded from military registration are allowed to leave”- emphasized the lawyer.
Thus, if a man’s military ID has a stamp removed, this does not give him the right to travel outside the country in today’s conditions.
