After the start of a full-scale invasion of the Russians, many Ukrainians went abroad. Most of the refugees are women and children. Not everyone had documents, including passports.
Some Ukrainians are already returning home. You can issue an identity card for returning to Ukraine in one of the foreign diplomatic institutions.
This was reported by the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine.
It is reported that in November the government of Ukraine launched a project to issue a certificate of return on the territory of Ukraine for citizens deported to Russia. This is the so-called “white passport”, which is so named because of the color of the cover.
The document is issued for leaving the host country, and for transit through other countries, entry rules should be taken into account.
For instance, in Germany With such a certificate, you can only leave through the airport.
The identity card of return to Ukraine is considered by the German side as a temporary document that gives the right only for the return of a person from the host country to Ukraine, the website of the Embassy in Germany notes.
“In the case of issuing a certificate to return to Ukraine in a third country, the holder of the certificate can enter Germany only as part of a transit flight from the country of issue of the certificate to Ukraine without leaving the transit zone of the airport, that is, without crossing the German state border”- the message says.
Germany cannot be considered a country for transit overland travel to Ukraine, since it does not have a common border with Ukraine.
In Poland and Bulgaria You need to apply for a transit visa.
Citizens of Ukraine who enter Poland to return to Ukraine with an identity card must apply for a transit visa in the host country, the embassy page says.
“In case of entry of citizens of Ukraine into the territory of the Republic of Poland from the Republic of Lithuania, the Republic of Belarus and countries where there is no Polish diplomatic mission and it is impossible to obtain a visa, the issue of a pass will be considered by the commandant of the Polish Border Guard in each individual case” - explained in the department.
You can also travel through the territory of Bulgaria with a stamped transit visa.
With Turkey you can enter with any passports. Ukrainians who travel to Turkey can cross the border of this country from Georgia, Armenia, other countries of the eastern border with the following documents:
- identity card for return to Ukraine;
- international passport;
- Passport of a citizen of Ukraine and ID-cards.
At the same time, it is possible to paste transit visas to EU countries.
AT Romania you can transit to Ukraine with a white passport without a visa, if one of the following documents is presented at the border control:
- internal passport of a citizen of Ukraine of the old sample;
- an internal passport of a citizen of Ukraine with an electronic carrier;
- non-biometric passport of a citizen of Ukraine for traveling abroad (including a mark on the extension of validity);
- birth certificate;
- data of children entered in the passport of one of the parents.
Recall, former Ukrainian Ambassador to Germany Andriy Melnyk believes that half of the Ukrainian refugees in Germany, most likely, will not return to their homeland after the war.
