The Ministry of Finance is not working on the taxation of the purchase of the sixth and subsequent apartments or the cadastral tax, Minister of Finance Magdalena Rzeczkowska assured on ZET radio.
Finance Minister Magdalena Rzeczkowska assured Radio ZET that her ministry is currently not dealing with taxes that limit the ability to buy apartments for investment purposes. This includes eg. cadastral tax, vacancy tax or declared by Waldemar Buda, Minister of Development, additional taxation on the purchase of the sixth and subsequent apartments.
No new taxes
- Construction policy is not within the competence of the Ministry of Finance. If such ideas to regulate the situation on the housing market appear, I do not rule it out. But at present, the ministry is not working on such taxes, said Magdalena Rzeczkowska.
The idea of intercepting the owners of a large number of apartments was discussed, among other things, by the Minister of Development, Waldemar Buda. According to preliminary assumptions, owners of at least five apartments will be able to purchase another apartment no more than once every 12 months. The purchase of the sixth and subsequent apartments will be subject to a civil transaction tax of 6%.
Vacancy tax
Already in November, we reported that the Ministry of State Property was working on the concept of a “vacancy tax”, i.e. apartments that are empty because their owners are waiting for a price increase in order to sell them with a rush. The legislator’s intention is to limit speculation and strengthen the rental market, where high demand meets low supply. Work on the same tribute was carried out simultaneously in the Ministry of Finance.
Deputy Finance Minister Artur Sobon, in an interview with Rzeczpospolita, admitted that for transactions in the secondary market, the CPC rate will be increased. - On the other hand, for purchases from developers, this will be an additional tax, in addition to 8 percent. VAT. According to him, such regulation should limit the purchase of apartments by investment funds.
