Households have not days, but hours to apply for heating allowance. By November 30, relevant declarations must also be submitted by entities wishing to take advantage of preferential tariffs for electricity.

This is indeed the last moment for households to apply for a heating allowance. Persons using coal, fuel oil, liquefied gas, firewood or other types of biomass for this purpose can submit documents until November 30, that is, until today.

Households that use coal for heating can count on an allowance of PLN 3,000. In the case of other fuels, co-financing is carried out as follows:

  • Liquefied gas (PLN 500),

  • a piece of wood (PLN 1000),

  • oil boilers (PLN 2000),

  • biomass (PLN 3000).

Applications can be submitted at the municipal office or by mail. There is also the option to apply online through the ePUAP platform or the mObywatel app. If the application is submitted in this way, a trusted signature or a qualified electronic signature must be provided.

In addition to the basic personal and address data, it is necessary to indicate the source of heating. It must match the information previously submitted to the Central Register of Building Emissions (CEEB). The communes have 60 days to consider an application for a discount on coal and 30 days on other fuels.

Maximum electricity prices. Who should apply?

November 30 is an important date for those who want to pay less for electricity. In early November, President Andrzej Duda signed a law on maximum energy prices. The law establishes a maximum price for electricity for household consumers in the amount of PLN 693 per MWh for consumption in excess of the limits set by another law (these limits in 2023 will be: 2 MWh - for all households; 2.6 MWh - for families with a disability; 3 MWh – for farmers and holders of the Large Family Card). On the other hand, for micro, small and medium-sized enterprises, local governments and utilities (for example, schools, kindergartens and children’s clubs, hospitals, clinics or voluntary fire brigades), the maximum energy price was set at PLN 785. MWh

To benefit from the maximum electricity price of PLN 693/MWh, households do not need to submit any declarations. Electricity retailers adjust bills themselves. Companies, local governments and utilities must submit applications until November 30 only.

The application may be submitted in paper or electronic form (i.e. as a file with a qualified electronic signature, a trusted signature or a personal signature sent by e-mail).
