MP from the European Solidarity faction Nina Yuzhanina proposed an alternative bill on excise taxes on fuel.
“If the authorities have already decided to cancel all tax breaks adopted by the Verkhovna Rada at the beginning of the war (instead of introducing new taxes and restrictions), then this definitely should not be a linear arithmetic one-time increase in indirect taxes. Regarding the excise tax on fuel, the only correct way we proposed with our colleagues in the “European Solidarity” in an alternative project 7668-3. It provides for the development of a system of excise taxation of fuel based on European legislation and a gradual increase in excise tax rates for fuel in the period after the termination or cancellation of martial law on the territory of Ukraine before Ukraine’s accession to the European Union, as well as in the first four years after Ukraine’s accession to the European Union” , - writes Yuzhanina.
The project proposes to establish excise rates for fuel at a rate of 5% of the minimum rates for the relevant types of fuel from EU Directive 2003/96 / EC for the period of martial law - for gasoline 17.95 euros per 1 thousand liters, for diesel - 16.5 euros , for liquefied gas - 3.4 euros.
After the end of martial law, within 3 years, STEADY raise these rates to 50% of the rates under the EU Directive (must be valid until Ukraine joins the EU).
At the same time, for special vehicles and equipment that perform work outside public roads, for the Armed Forces of Ukraine, the National Guard, the Ministry of Internal Affairs, the State Emergency Service, military units, budgetary institutions, healthcare institutions, the excise tax on diesel fuel and liquefied gas should be significantly reduced and amount to 21 euros per day on a PERMANENT basis. 1 thousand liters, which corresponds to the EU Directive.
“Currently, the authorities have chosen their own option - in the first reading, the draft law 7668-d (prepared by the tax committee) was adopted, according to which, for the period of martial law, excise rates for gasoline and diesel are 100 euros per 1 thousand liters, for liquefied gas - 52 euros. Whether we will listen to our proposals when finalizing the document before the second reading, we will see. At least I will insist on this,” said Nina Yuzhanina.
“Arithmetically, maybe the budget will win, but it will not last very long. And as a result, all people will immediately feel an increase in fuel prices (as a result of an increase in excise taxes),” the deputy sums up.
