Former captives will be partially compensated for the cost of a communal apartment: the Cabinet of Ministers has changed the rules for calculating housing subsidies

In Ukraine, where it is planned to inform citizens about the right to a subsidy through the Action application or a personal account on the Pension Fund’s electronic services web portal or via SMS messages, the government has amended the decree on the provision of subsidies for communal services. In particular, we are talking about those who were or are in captivity.

According to the PFC, we are talking about the resolution “On amendments to some resolutions of the Cabinet of Ministers of Ukraine on the provision of certain types of financial assistance, benefits and housing subsidies.”

The document provides, in particular:

• the possibility of assigning a subsidy to persons who have been in captivity for at least a month, which is confirmed by relevant information and / or documents;

• in the event that the registered/declared or actual place of residence is different from the address of the household, the income of persons who are in captivity or are considered missing by a court decision, or have the legal status of missing persons, is not taken into account at the time of granting a housing subsidy;

• the ability to provide in the information about the person the address at which he was declared (previously it was supposed to use only the registered and actual place of residence). At the same time, a housing subsidy can be assigned only at one place of residence of a person - registered, declared or actual;

• to calculate the amount of housing subsidies during the heating season for households that, as a result of the armed aggression of the Russian Federation against Ukraine, were left without a centralized supply of heat energy and / or natural gas supply and use household electrical appliances to heat residential premises, social energy standards for individual heating are applied (if households are located in the territories where hostilities are or were conducted or temporarily occupied territories, defined in the order of the Ministry of Reintegration dated December 22, 2022 No. 309);

• limiting the period provided for correcting an error in the application and / or declaration for the duration of the applicant’s illness - from now on, such a period can be extended for the duration of the illness of the grantee, but no longer than until the end of the heating or unheated season;

• the obligation to inform the authorized body within 30 calendar days if a person from the household or a family member of a person from the household was abroad for a total of more than 60 days in the period for which income is taken into account.

Most of the changes associated with the introduction of these innovations will be implemented by the Pension Fund of Ukraine without the appeal of citizens. However, some recipients of housing subsidies should contact the Fund in order to process the payment taking into account the new conditions and thereby increase its size.

In particular, this applies to representatives of households that include persons who are or were in captivity, and this is documented.

You can submit the necessary documents to the Fund:

• personally, by contacting the selected service center of the Pension Fund of Ukraine or authorized officials of the executive body of the village, settlement, city council of the relevant territorial communities, centers for the provision of administrative services;

• by mail, to the address of the body of the Fund;

• online - through the web portal of electronic services of the Pension Fund of Ukraine, the Pension Fund mobile application or through the Action portal.

“Registration of a place of residence provides for the submission of an application for registration of a place of residence to the register of a territorial society in paper form. The declaration of the place of residence provides for the submission of a declaration of the place of residence in electronic form to the Unified State Web Portal of Electronic Services with the subsequent entry of such information into the register of the territorial society “- Inform the PFU.

Earlier, the Pension Fund reminded about what changes in circumstances recipients of subsidies must report within 30 days.
