- The simplest shelters are basements and basements of houses, underground passages and parking lots. explains Alexander Kutovoy, speaker of the State Emergency Service in the Vinnitsa region. - In these you can hide when the shelling is short. Residents of metro cities can also take shelter on station platforms or underpasses..
A storage facility is a hermetic structure for long-term stay of people in case of an emergency. At the entrance door to the shelter, a sign measuring 50 × 60 cm with the inscription “Place for Shelter” should be hung out. It must indicate the address of the location of the structure, its balance holder, the address and place of storage of keys. In general, I advise all citizens to clarify by phone or on the official website of the local authority the addresses of the nearest shelters. Write down a few addresses and pre-walk the route and check the status of their readiness. In any case, you have up to a maximum of 20 minutes to hide.
What is the difference between shelter and bomb shelter?
- There is no such thing as a “bomb shelter”, there is a protective structure of civil protection. It is divided into storage, anti-radiation shelters, dual-use buildings and simple shelters.
- What are the requirements for the arrangement of shelters?
- I note that their arrangement and operation are under the control of local governments. They are located in the basement or basement, possibly on the first floor. But then there should be enclosing building structures of the necessary protective properties. As for the educational institution, the shelter is located in the main building, or in close proximity to it, but no further than 100 meters.
The shelter must be provided with electricity, artificial lighting, plumbing and sewerage systems. In the absence of water supply and sewerage in construction sites, they must have separate rooms for the installation of remote tanks for sewage. There must be at least two emergency exits, one of which may be emergency. The premises should have level floors suitable for rows, bunks, other places for sitting and lying. The height of the premises of objects, in particular doorways, is at least 2 m, and the protruding parts of individual building structures and utilities - at least 1.4 m. The width of doorways must be at least 0.9 meters.
The necessary protective properties, as a rule, are provided by objects with walls 2-2.5 bricks thick or from blocks or panels with a thickness of 56 centimeters. The main premises intended for sheltering the population must have forced or natural ventilation. The equipment of the simplest shelters should ensure the possibility of continuous stay in them for at least 48 hours.
I will add that the shelter cannot be placed next to large tanks with dangerous chemical, flammable, combustible and explosive substances, water and sewer mains.
- And what if during the rocket attacks a person is on the street and there is no shelter nearby?
- When you heard the whistle of a projectile, and after 2-3 seconds there was an explosion, then immediately fall to the ground. You need to cover your head with your hands or a bag. After the explosion of the first projectile, quickly look for a place where you can hide. It can be at least a minimally in-depth shelter. In addition, underpasses, a subway, a ditch, a trench, a pit, a wide drain pipe under the road, a high curb and a manhole can be a hiding place.
When the shelling caught you in transport, demand an immediate stop and run back further from the road. Lie down on the ground, cover your ears with your palms and open your mouth. Such actions will save you from shell shock. I strongly advise against hiding in porches, under arches, on stairwells, in the basements of prefabricated buildings, near vehicles, gas stations. So you run the risk of being crushed or injured. And do not proceed to the analysis of the rubble yourself, you should wait for the specialists in the emergency rescue service.
