Farmers are eligible for a 3,000 kWh electricity consumption limit for the entire farm. Conditions for providing assistance to farmers with electricity exclude some people from receiving support.
In early November, President Andrzej Duda signed the Law on Special Decisions for the Protection of Electricity Consumers in 2023 in connection with the situation on the electricity market. It involves freezing electricity prices for the population – the Poles will pay for electricity next year at this year’s tariffs, subject to certain limits on electricity consumption.
Electricity for farmers. What’s in the application?
Farmers must have a guaranteed electricity price at the current level up to 3,000 kWh of annual consumption. After exceeding this limit, they will pay a maximum of PLN 693 per 1 MWh.
To take advantage of frozen electricity prices, farmers must submit a frozen electricity price declaration to their power company. They have until June 30 next year to do so. If they do not provide these documents, they will lose the opportunity to use the electricity discount in 2023. In the declaration, the farmer must:

indicate the number of the decision on the calculation of agricultural tax for 2022 for a land plot on which, in addition to a residential building, other buildings are located, with devices and installations using the general calculation of electricity consumption, owned by a farm or on which a special department of agricultural production is carried out,

indicate the name of the tax authority that made the decision,

attach a copy of the decision on the calculation of agricultural tax for 2022.
The application can be submitted: in person at the customer service offices of the energy company or at the location of the energy company, or send the completed document by mail to the address of the energy supply organization. The application can also be submitted via the Internet – when submitting an application by means of electronic communication, a qualified electronic signature, a trusted signature or a personal signature (e-ID certificate) is required. It is important to note that submitted photographs, scans or other digital images will be rejected without consideration.
Who will not receive benefits?
As recalled by the Łódź Chamber of Agriculture, the 3,000 kWh limit will apply in a situation where energy consumption points other than a residential building are also used to calculate the electricity consumed for the needs of devices and installations located on agricultural land or land on which a special department of agricultural production, provided that they are used exclusively for agricultural activities or for the maintenance of a special department of agricultural production. From this provision, the organization notes, it can be deduced that if a farmer has a separate meter for the farm and for a residential building, he will not be able to use the 3,000 kWh limit. Further, the farmer can use the limit provided for households, which is 2000 kWh or 2600 kWh (if you are disabled or there is such a person in your household, this limit is also provided for holders of the Large Family Card).
Agricultural producers that are micro, small or medium-sized enterprises can also count on guaranteed electricity prices. In this case, the maximum rate will be PLN 785 per MWh.
