You can’t not pay – the gas will be turned off: consumers were told about the nuances of paying for the so-called “third payment”

Ukrainians, in addition to gas consumption and gas delivery, must also pay for the maintenance of gas networks and equipment. The so-called third payment, but it is important to note that there will be not one payment, but two, GazPravda reports.

The final cost of maintenance of joint ownership networks depends on the region, the specific house, the number of apartments in it, as well as the technical features of the networks.

For example, consumers in the Kyiv region must pay 320 hryvnia for apartment maintenance. Let us remind you once again that this is not a monthly payment, but once every 3 or even 5 years.

How often maintenance should be performed depends on the age of the gas networks and equipment. Thus, in-house systems whose service life does not exceed 25 years must be serviced once every five years.

If they are over 25 years old – once every three years. Therefore, no monthly fees, just once every 3 or 5 years.

But there will be two payments for maintenance, because the complex maintenance of the intra-building gas supply system of a high-rise building consists of two different maintenance, and for all these maintenance, according to the current legislation, the residents of the house must pay: separately for the maintenance of networks passing through common areas, and separately for so-called “indoor networks and equipment”. And these are two separate payments.

The legislation determines that maintenance of the intra-house gas supply system is provided exclusively at the expense of their owner.

In the case of a private residential building, there is only one single owner of the entire intra-house gas supply system, and this is the owner of the estate. So, it is the owner who, on his own behalf, enters into a contract for maintenance of the entire unified gas supply complex of his own home.

As for an apartment building, its intra-house gas supply system does not have one single owner.

Gas pipes and equipment located in common areas are suitable for the occupants of the house. But the equipment and networks that are located directly in the apartment after the first locking device in the consumer’s premises are the property of the owner of this house.

Therefore, for comprehensive maintenance of the networks of an apartment building, each apartment owner will have to pay:
• separately for maintenance of general networks that take place in public places.
• and additionally during maintenance of intra-apartment gas pipes and equipment located inside his apartment.

You can pay for maintenance services for networks of common property in the house collectively or individually.

If your home has a condominium association or there is a manager, then the payment for maintenance will be collective.

That is, a person authorized by the co-owners of a high-rise building pays the service provider in one payment for all residents of the building, and then the issue of how to divide this payment between all apartments is decided.

In other cases, payment for maintenance costs will be made according to individual receipts.

This means that the gas transmission operator distributes the estimated cost of maintenance of a high-rise building among all its co-owners in proportion to the number of concluded contracts for the distribution of natural gas in such a building.

Both individual and collective receipts should be expected in the month in which the maintenance is performed according to the schedule published on the website.

Payment of the collective invoice is made within 6 months from the date of its receipt. As for individual payments, apartment owners must pay such receipts within 6 months after such maintenance is completed.

Most likely, an individual invoice for payment for the networks of the common property of an apartment building can be reflected separately in the invoice for payment for natural gas distribution services.
