In Ukraine, the rules for assigning subsidies for utility debtors may be changed: what they offer

The Ministry of Social Policy is considering the possibility of making changes to the procedure for assigning housing subsidies. One of the proposals concerns persons who have arrears in paying utility bills. This is stated in the draft resolution of the Cabinet of Ministers, posted for discussion on the website of the Federation of Trade Unions of Ukraine (FTU).

According to the proposal, a housing subsidy will not be provided if there is an overdue debt of more than three months for payment of one of the housing and communal services, the amount of which exceeds 40 tax-free minimum incomes of citizens (680 hryvnia). Today, a subsidy is not assigned if the total amount of debt for payment of all housing and communal services exceeds this amount.

The draft also provides for amendments to the provisions on the revision of the housing subsidy upon the death of a household member (other than the applicant) or a family member of a person from the household. In these cases, the authorized bodies independently review the subsidy from the next month after the month in which the death occurred, without the need for an application from the applicant.

Additionally, changes have been made to the procedure to clarify the norm for recalculating the amount of benefits in the event of the death of a family member of a beneficiary, regardless of whether the beneficiary submitted a corresponding application or not.
