The March indexation of pensions, during which the lowest pensions were raised for the first time, did not affect the payments of citizens who retired under special laws, in particular, on civil service.
The government promised to index the pensions of civil servants, as well as scientists by 19.7% from July 1.
But now pensioners have a lot of questions about this. So a woman who was retiring as a civil servant turned to the editorial office of NaPensia. She was then transferred from a civil servant’s pension to a regular pension without an application. The applicant asks if she is eligible for March indexation.
Lawyer Sergei Korobkin writes that in 2016, special pensions for civil servants were actually abolished. Payments to those who received a special pension for these changes were frozen. Therefore, some people were transferred from special pensions to regular old-age pensions.
As for the woman’s request, the lawyer notes: from March 1, her usual old-age pension should have been indexed on general terms.
Further, Korobkin explains in more detail: special pensions have not been indexed and increased for many years. Therefore, some people were transferred from special pensions to regular old-age pensions.
Korobkin notes that for further mass recalculations, the Pension Fund was given the task of checking the pensions of civil servants and comparing whether it is profitable for them to switch from their “frozen” pensions to ordinary, at least slightly, but increasing pensions.
As a result, people without their application were transferred to a more profitable calculation even without their consent. The procedure is prescribed at the legislative level. At the same time, civil servants had the right to write an application and return to their special pension.
However, on February 24, 2023, the Cabinet of Ministers adopted Resolution No. 168, according to which the pensions of civil servants, as well as scientists, will be indexed by 19.7% from July 1. The decree also states that if a person returns to his special pension, he will also be indexed.
Recall that in Ukraine there is a group of pensioners whose pension cannot be lower than UAH 8,000.
