Often, Ukrainians are interested in whether the deferment from conscription during mobilization gives men aged 18 to 60 years and women liable for military service the right to travel outside Ukraine. The answer to this topical question was provided by the specialists of the Legal Counsel.
The rules for crossing the state border of Ukraine do contain a provision on granting permission to those liable for military service who are not subject to conscription for military service during mobilization to travel abroad. However, such relief is not provided for all categories of persons. They have the right to deferment from conscription, but do not have the right to leave Ukraine under martial law:

applicants for professional (vocational), vocational higher and higher education, trainee assistants, graduate students and doctoral students studying full-time or dual forms of education;

scientific and scientific and pedagogical workers of institutions of higher and professional higher education, scientific institutions and organizations with an academic title and / or scientific degree, and pedagogical workers of institutions of vocational (vocational) education, institutions of general secondary education, provided that they work accordingly in institutions of higher or vocational higher education, scientific institutions and organizations, institutions of vocational (vocational) or general secondary education at the main place of work for at least 0.75 of the rate;

women and men whose close relatives (husband, wife, son, daughter, father, mother, grandfather, woman or native (full-blood, half-blood)) brother or sister died or went missing during the ATO (from among the military personnel, employees of enterprises , institutions, organizations, other persons who were involved in the ATO, etc.).
Such persons, according to experts, including students of Ukrainian universities who have a deferment from military service during mobilization, can leave Ukraine only if there are other grounds, for example, in the case of: accompanying a close relative with a disability; maintenance of 3 or more children under 18, etc.
