The Euractiv portal received a draft document from the European Commission, which introduces an order to develop and implement mechanisms that scan all electronic messages for references and content about child sexual abuse. This applies to all services that allow messaging.

Encrypted communicators should also be carefully checked

The bill explicitly states that hosting service providers and instant messaging service providers are required to install and maintain solutions to detect child sexual abuse content.

To implement this decision, a new agency of the European Union will be created, which will be responsible for developing technologies for detecting said content. The draft regulation states that it should be an effective, reliable, non-invasive tool that will not be able to extract the content of messages or other content other than those related to the sexual exploitation of children.

The Center will cooperate with Europol and national law enforcement agencies.

The ruling met with vocal opposition from online privacy activists. Reijo Senger of the Bits of Freedom Foundation called the proposal “Stasi 2.0”, referring to the GDR’s security service in 1950–1990. Zenger says the proposed regulation will not solve existing problems, such as Europol’s underfunding or weak international cooperation, but will only create new ones.

The activist also criticized the idea that the scanning tool would also check end-to-end encrypted messages. He stated that this type of encryption is an indispensable tool to guarantee the safety of users, including children.
