Digitization of the permitting system in the field of construction is part of the anti-corruption strategy adopted by the parliament. About this, speaking about reforming the sphere of urban planning (draft law No. 5655), said head of NAPC Alexander Novikov.
“Her (digitization. – Red.) supported by all stakeholders in the field of urban planning. That is, this law implements an anti-corruption strategy,” – said Alexander Novikov.
He also noted that the position of the NAPC on project No. 5655 has always remained unchanged.
“In 2021, we conducted its anti-corruption expertise, pointed out a large number of corruption risks and made recommendations on how to eliminate them. By the second reading, all the risks for which we conducted an anti-corruption expertise in 2021 have been eliminated,” emphasized the chairman of NAPC Novikov.
Recall that the Verkhovna Rada of Ukraine adopted the draft law No. 5655 as a whole, which will systematically change the “rules of the game” in the field of urban planning.
The Ministry of Communities, Territories and Infrastructure Development and the Ministry of Digital Transformation supported the legislative initiative on the reform of urban planning – bill No. 5655. According to Oleksandr Kubrakov, Deputy Prime Minister for the Reconstruction of Ukraine, digitalization of construction processes is equal to anti-corruption.
