Recently, there has been a surge in political activity in Ukraine. Separate markers indicate that various political forces are preparing for the upcoming parliamentary elections. Around this date, which depends on the situation at the front and the format of the electoral system, discussions continue – from holding parliamentary elections on open regional lists to returning to closed lists and a mixed system, where 50% will be elected on party lists, 50% in majoritarian districts .
The party in power demonstrates the greatest preparatory activity, the task of which is not only to capitalize the high rating of the president into corresponding indicators throughout the country, but also to consolidate the regional elites around common centers of influence and decision-making. So far, the rating indicators of regional leadership are decisive for the majority system and open lists. In the case of elections by closed lists, potential candidates from the government are considered for professional competencies.
It seems that the Office of the President does not want to step on the electoral rake of “wedding photographers” and are trying to make it impossible to get into the lists of toxic or random people.
If we consider the situation randomly, the first in alphabetical order is the Vinnytsia region.
Since the beginning of the presidency of Vladimir Zelensky, Vinnytsia region has been a kind of “blank spot” on the political map of the mono-majority. This is almost the only region where the majority of the 8 majoritarian people’s deputies elected in the early parliamentary elections of 2019 do not represent the presidential party. A year later, in the local elections, in many local councils, the majority was formed by deputies from the party of Volodymyr Groysman, who openly distances himself from Bankova.
Despite the clearly unfavorable situation and an open conflict with the Groysman group, the head of the local OV Serhiy Borzov, since the beginning of the full-scale Russian invasion, did not alienate the local elites, but chose the strategy of uniting all pro-Ukrainian forces around the presidential vertical.
Thus, from the very beginning of the full-scale aggression of Russia in the Vinnitsa region, there was a convergence of the positions of the authorities and the local political association “We are Vinnitsa”. It consists of three current people’s deputies, ex-governors and other influential figures in the region. According to the only open sociological study during the period of martial law by Socis, representatives of this group have a chance to win 5 out of 8 majoritarian districts, in another district the electoral leadership is held by the head of the presidential party, MP from the Servant of the People, Irina Borzova, who, judging by her activity in the region and the information field can lead the future list of the Zelensky Bloc.
By the end of the year, this alliance actually took shape in the regional list of the presidential party. Such a conclusion suggests itself through the joint appearance of the head of the military administration, representatives of the Servant of the People and Vinnitsa residents on the pages of print and online publications.
A similar pilot project is being implemented simultaneously in several regions of Central Ukraine, where the influence of the presidential party was previously considered unsatisfactory. And the effectiveness of the implementation of the political task by the heads of the regions will be a key KPI for the heads of military administrations.
