Kubrakov told who will benefit from the adoption of urban reform

The adoption of the town planning reform (Bill No. 5655) will allow local authorities to have everything they need to stop illegal developments. In addition, there will be responsibility for the tacit approval of the construction of “ghosts” that will never be put into operation or connected to the power grid. This was reported by RBC-Ukraine with reference to the column of the Vice Prime Minister for the Reconstruction of Ukraine, the Minister for the Development of Communities, Territories and Infrastructure of Ukraine Oleksandr Kubrakov for the NP.

“In particular, No. 5655 provides additional powers to local governments. Along with the powers, they receive an order on what to do with illegal construction, how to deal with such an object, how to stop it. Now no one will be able to say: sorry, we have an illegal building being built here in the central part of the city, and we cannot stop it, because we have no authority. Everybody. There are powers, there are tools, there is responsibility. And the issue of acquiring housing in illegal construction sites will go down in history,” the minister explains.

In addition, according to him, the bill creates the conditions under which cities will not do without a master plan. His absence allowed dishonest officials to grant building permits anywhere.

He also noted that from the first to the second reading, dozens of meetings were held with relevant public organizations, industry experts, and representatives of the international community.

“We consider the reform of the urban planning industry to be revolutionary. Everything that is currently happening on paper will take place in one IT system, each action or inaction of a participant in the construction process will be recorded in the system. And this is what both developers and local officials are afraid of, ” sums up Kubrakov.

Recall that in December the Verkhovna Rada supported bill No. 5655, which launches a comprehensive reform of urban planning. In particular, it provides for the maximum digitalization of documents and processes, the automation of many procedures and the toughening of liability for illegal actions.
