In Ukraine, they are going to redraw the state budget: who will get more, and who will be taken away

In Ukraine, where the fall in GDP is expected to exceed 40 percent due to the large-scale invasion of Russia, the Verkhovna Rada is proposed to amend the 2022 state budget.

According to the parliamentary Voice of Ukraine, the bill proposes to increase the expenditures of the general fund of the state budget by more than 287 billion hryvnias through additional external borrowing, as well as to reduce by more than 601 million hryvnias the costs of financing the statutory activities of political parties.

The funds are proposed to be used to increase spending in the national security and defense sector (UAH 247 billion 769 million), to replenish the reserve fund (UAH 1.5 billion), to provide assistance under the Support program (UAH 5.8 billion), to the Pension Fund for ensuring the payment of pensions (20 billion hryvnia) and 12.5 billion hryvnia to provide a monthly targeted benefit to internally displaced persons.

Of the funds provided for the national security and defense sector, more than 166 billion hryvnias are proposed to be provided to the Ministry of Defense (of which 77.8 billion hryvnias are for salaries of the military), more than 76 billion hryvnias – to the system of bodies of the Ministry of Internal Affairs (National Police, State Border Service, National Guard, the State Migration Service, the State Emergency Service, the Office of the Ministry of Internal Affairs), including UAH 56.3 billion for wages.

UAH 921 million – to the Main Intelligence Directorate of the Ministry of Defense, UAH 2.7 billion – to the Security Service of Ukraine, UAH 321 million – to the State Security Department, UAH 648 million – to the Foreign Intelligence Service and UAH 548 million – to the State Special Communications Service of Ukraine.

It is noted that the proposed increase by UAH 5.8 billion of expenditures under the “Support” budget program will allow continuing the payment of one-time material assistance to 904,765 insured persons in connection with the loss of part of their wages (income), whose work (economic activity) was temporarily stopped in as a result of hostilities and filed a corresponding application during March 26-31, 2022.

UAH 12.5 billion provided for by the bill under the budget program “Providing monthly targeted assistance to internally displaced persons to cover living expenses, including
1.8 million IDPs should be enough for the Ministry of Social Policy to pay for housing and communal services.

The authors of the document suggest that during the period of martial law or a state of emergency in Ukraine, the Law “On the Prevention of Corruption” provides for a ban on receiving benefits, services and property by state bodies and local governments should not apply to cases where legal advisers (including foreign ones) provide protection of rights and interests of Ukraine, state bodies and local governments in foreign jurisdictional bodies

Recall that 6,500 hryvnias were allocated to Ukrainians who lost their jobs due to hostilities under the “Support” program. Provided that social contributions were paid for them in the 4th quarter of 2021.
