Ukrainian children are kidnapped by Russians not only in the occupied territories, but even abroad. “Sent an urgent letter to the members of the European Ombudsman Institute about leaving this association. This step was the result of the fact that two Ukrainian children who were on the territory of Austria due to Russian armed aggression were taken to Russia by a “human rights activist of the European Ombudsman Institute (EIO). According to media reports, this was done by Dr. Josef Siegele, Secretary General of the ESI, member of the ESI Board and Deputy Ombudsman of Tyrol.
At the European Ombudsman Institute, at my request, they did not conduct an internal investigation and did not apply appropriate sanctions against Mr. Siegel, whose act contradicts the goals of founding the Institute and testifies to his bias. The President of the Institute Mr. Dragan Milkov ignored my requests”, - Lubinets wrote on Facebook, announcing his withdrawal from this organization and calling on colleagues from other countries to do so. The ombudsmen of Latvia and Lithuania have already left the ranks of the EIO.
In the actions of the Austrian human rights activist Dmitry Lubinets sees signs of genocide and violation of the Geneva Convention for the Protection of Civilian Population in Time of War. The Austrian authorities have already launched an official investigation into Siegele’s actions.
The fact that EIO employees took to Moscow two Ukrainian teenagers who arrived in Tyrol under the program of assistance to Ukraine and lived there in youth institutions was reported by the Austrian newspaper Kurier. The reason for this was the request of the Russian embassy. It informed the Austrian side that the mothers of the children now live in Russia and want the children to be brought to them. The opinion of the children’s parents was not taken into account, the Ukrainian authorities did not even inform about the actual deportation of our citizens to Russia.
The case is handled by the public prosecutor’s office in Innsbruck. The official who transferred the children to Russia has been suspended from his official duties. The Tyrolean authorities stated that the Austrian state structures were not informed about this and did not participate in the deportation.
