For 18 years they have not received any indexation of tariffs, they protest almost all the time, and the Ministry of Infrastructure has imposed new obligations on them. The diagnosticians are furious and say enough is enough.
The changes introduced by the Ministry of Infrastructure are opposed by the Polish Chamber of Technical Inspection Stations (PISKP). The diagnosticians say that in the current conditions it is impossible to cope with the new tasks.
Technical problems
The conflict between the Ministry of Infrastructure and diagnosticians is escalating. The Ministry has submitted a draft amendment to the law on the technical inspection of vehicles. The changes are small, but, according to diagnosticians, fundamental. In accordance with the requirements of the EU, the eCall system must be checked during the technical inspection of vehicles manufactured after March 31, 2018. Also added is the need to check “other special equipment” (i.e. items of plumbing and catering equipment). “Battery leak” is also divided. There will be a normal and a dangerous leak, and according to the diagnosticians, every leak is dangerous.
No software
PISKP writes: “The inspection point does not have devices for this check [eCall] questions. If an electronic interface (not specified) is used, software must be used that supports vehicles of this brand that are not available at the station. PISKP demands to exclude the examination of the eCall system from the table of the scope of technical examination.
According to Motorcycle-online.pl, “PISKP’s objection was also caused by the idea of the Ministry to introduce a regulation on the study of the operation of the engine in the context of interference with the operation of the power unit and its controller that threatens safety.” Diagnostic experts believe that inspection stations “cannot identify any modifications to the control unit or engine, because they do not have the tools to carry out this type of test.”
The ministry must publish the ruling by September 29, 2022. By that time, changes are expected in PISKP.
